The article is devoted to the problem of the implementation of the «new educational management», which forms the realities of the modern Russian education system in terms of «paper spate», «paper pressure», and «paper genocide». The article substantiates the legitimacy of the use of these terms in a figurative sense, clarifies their criteria and social contexts in order to sharpen the attention of specialists in the field of education management, teachers, and the general public on problems that create a barrier to the conservation and innovative development of the Russian education system.References
