The article is devoted to the problems of establishing Soviet power in the countryside. In everyday life, the power of the Bolsheviks was perceived ambiguously. Rural Councils were supposed to become organs of people’s power, but in the course of their work they acquired very specific features. By 1927, it was clear that the rural councils had not fulfilled their role. Through the analysis of letters to the authorities, the author reveals the reasons for the ambiguous perception of the new government body by the peasants.References
